Diaz explains the institutional racism embedded within Philadelphia's Court System and the lack of representation of Black, Puerto Rican and Latino judges, clerks and employees. He explains the cultural and language differences that were used by the host society to segregate, neglect and obstruct the access of Puerto Rican to civil and legal rights.
