Ortiz clarifies that the City of Orlando cannot be considered a sanctuary because it does not have a correctional facility, and that he proposes a “Trust Act” where undocumented immigrants feel safe while doing their paperwork. He adds that the United States Congress is addressing immigration issues and concerns.
